Rail Baltica is the largest Baltic transport infrastructure project that will create the North-East economic corridor. It will be an electrified, high speed railway line with modern infrastructure for passenger and freight services, ensuring environmentally friendly and fast transportation from Tallinn to the Lithuanian-Polish border. Rail Baltica will connect the Baltic States with Central and Western Europe. The project is largely co-financed by the European Union.

RB Rail AS is looking for a new enthusiastic colleague to join our growing team in a position of HEAD OF SYSTEM ASSURANCE AND INTEROPERABILITY DEPARTMENT.

JOB PURPOSE

The Head of System Assurance and Interoperability (SAI) department is responsible for development and implementation of Rail Baltica System Assurance and Interoperability policies. He ensures the production of the RAMS and Interoperability deliverables for the global Rail Baltica railway system comprising Structures, Track, Energy subsystem, CCS subsystems, stations and local facilities. He secures adequate resources and budget planning, develop the department activities according to Rail Baltica program, liaise with any stakeholders involved in the delivery and reports to CTO.  Head of SAI department initiates and develops collaboration with external Approval authorities as European Railway Agency and National Safety Authorities of the Baltic states. Head of SAI department is responsible for the management of the framework agreements in place for the independent assessment bodies services (NoBo and AsBo).

REQUIREMENTS

  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, Industrial Engineering, Computer Science, Computer Engineering or equivalent degree or experience
  • Proven suitable experience and delivery records
  • Extensive experience in engineering management on major railway infrastructure projects
  • Extensive experience in RAMS engineering management experience according to CENELEC 50126, 50128 and 50129 standards
  • Knowledge and experience in System delivery according CSM and Interoperability EU directives / regulations
  • Significant Experience in Project management
  • Ability to lead, plan and deliver in interface with numerous stakeholders
  • Fluent in written and spoken English. Desirable C1 level certificate.
  • EU citizenship proof until the contract signed date.

RESPONSIBILITIES

  • Accountable for department production
  • Responsible for development and implementation of department policies
  • Establish department FTE and budget planning/reporting
  • Promotes Safety culture within Rail Baltica organization
  • Coordinates RAMS and Interoperability activities with all entities involved in the development and the deployment of the railway system.
  • Ensures the development and the implementation of the Rail Baltica RAMS model
  • Ensures the development and the implementation of the RAMS validation activities
  • Ensures timely delivery of RAMS studies and safety cases
  • Ensures timely delivery of Interoperability reports
  • Ensure timely delivery of safety assessment reports and Interoperability certificates
  • Responsible for the production and presentation of Safety dossiers and Interoperability dossiers to Approval authorities
  • Ensures adequate support to CTO technical departments
  • Develops the collaboration with Infrastructure Managers and prepares Hand-Over of systems
  • Leads the preparation of the Dynamic test sessions in collaboration with CTO technical departments, Implementing Bodies and Infrastructure Managers
  • Responsible for management of Rail Baltica Conformity Assessment Bodies (NoBo, AsBo) framework agreements
  • Represents CTO for System Assurance and Interoperability matters at meetings with external stakeholders

SALARY

Starting from 7500 EUR gross (before taxes).

OFFICE LOCATION

Full time located in Riga, Latvia.

Rail Baltica ambition is to plan, monitor and control the delivery the new best-in-class, innovative, environmentally friendly railway infrastructure with cost competitive technical solution in the region to improve the long-term well-being of the society of the Baltic States and European community. Rail Baltica plans, develops and manages all technical aspects of entire Rail Baltica project to achieve cross-border interoperability. RB Rail AS is the three Baltic States’ joint venture, it was established in October 2014 and is registered in Latvia. Main business of the joint venture is the design, construction and marketing of the railway. RB Rail acts as a main coordinator of the project.
